Microsoft Reportedly Raises Windows OEM Licensing Fees Up to 10% as PC Prices Climb
Microsoft has reportedly increased the Windows OEM licensing fees charged to PC manufacturers, adding another layer of cost pressure to an industry already dealing with sharply higher memory, storage, and processor expenses. According to Taiwan's Economic Daily News, PC brand executives say Microsoft began applying average Windows OEM licensing increases of approximately 7% to 10% in July 2026. Microsoft reportedly adjusts these fees annually, but previous increases were generally smaller, making the latest adjustment more significant for manufacturers already operating under increasingly difficult hardware economics. Microsoft has not publicly disclosed the individual licensing rates negotiated with PC manufacturers.
Windows OEM licensing is the mechanism through which manufacturers preinstall Windows on new desktops and notebooks. Microsoft officially lists Windows 11 Home and Windows 11 Pro as available through the OEM channel, separate from retail and commercial licensing. According to PC industry executives, the amount manufacturers pay can also vary depending on the processor class used inside a system, meaning PCs equipped with higher tier CPUs can carry a higher Windows licensing cost than lower specification models. The reported 7% to 10% increase therefore does not necessarily translate into an identical dollar increase across every Windows PC.
PC manufacturers have reportedly already begun incorporating the higher Windows licensing expense into product pricing, although the software increase is only one part of a much larger cost problem. DRAM, SSDs, CPUs, and other critical components have all become more expensive throughout 2026 as AI infrastructure demand absorbs growing amounts of semiconductor production capacity. Previous coverage show PC and server memory plus NAND prices rising by more than 90% during Q1 2026, creating substantially higher bills of materials before Windows licensing is even considered.
The impact is already becoming visible in retail pricing. Economic Daily News reports that ASUS and Acer expect PC prices in Taiwan to rise by approximately 5% or another single digit percentage during Q3 2026. ASUS previously indicated that prices for some of its Taiwan products had already increased by nearly 30% by May compared with Q4 2025. Windows licensing is therefore contributing to the latest adjustment, but memory remains the largest source of additional PC manufacturing cost.
The market is beginning to react to that inflation. Counterpoint Research estimates that global PC shipments reached approximately 65 million units during Q2 2026, representing a 4% decline compared with the previous year and the first annual shipment contraction since Q1 2025. Windows migration and demand for AI PCs are still supporting commercial upgrades, but increasing component costs and higher retail prices are placing additional pressure on both manufacturers and consumers. AMD has also warned that higher memory and component costs could pressure PC and gaming demand during the second half of 2026, suggesting affordability is becoming one of the largest risks facing the consumer hardware market.
The Windows licensing increase would normally be a relatively manageable annual adjustment for major PC manufacturers. In 2026, however, the timing makes it considerably more painful. OEMs are already absorbing enormous increases across DRAM, NAND, processors, and other components, leaving very little room to accept another cost increase without adjusting retail prices or reducing hardware specifications.
For gamers and mainstream buyers, this means the price pressure is no longer coming from one expensive component. Almost every major part of the PC bill of materials is moving upward at the same time, and now the operating system is reportedly joining that list. The biggest concern is entry level and midrange systems, where an additional licensing expense represents a larger portion of the total product cost and manufacturers have less margin available to absorb it.
