XeO3 Discovery Hints Xbox 360 Games Could Be Next for PC

Microsoft’s newly launched Xbox Backward Compatibility program for PC appears to contain far more technical capability than its initial selection of original Xbox games suggests. Dataminers examining the Windows 11 version of Fuzion Frenzy discovered that Microsoft is using XeO3, the same compatibility technology that allows Xbox One and Xbox Series consoles to run selected Xbox 360 and original Xbox releases.

Microsoft launched the program with BLiNX: The Time Sweeper, Conker: Live and Reloaded, Crimson Skies: High Road to Revenge, and Fuzion Frenzy. Xbox Backward Compatibility launch report, all 4 games are available through the Xbox PC application with up to 4x resolution scaling, improved filtering, Xbox Play Anywhere ownership, and future achievement support. Microsoft described the release as the beginning of a broader game preservation effort, but did not confirm whether Xbox 360 titles would eventually join the PC catalog.

Security researcher Milenko examined the Fuzion Frenzy application package and identified references to XeO3, also known within the Xbox research community as Fission. The emulator recreates major elements of the Xbox 360 environment, including its Xenon PowerPC processor architecture, hypervisor functions, and Xenos graphics system through Direct3D.

The original Xbox games available on PC use a layered compatibility structure. XeO3 creates the Xbox 360 environment, which then runs XEFU, Microsoft’s original Xbox compatibility layer. This means a Windows 11 computer is effectively recreating an Xbox 360 environment that then handles the original Xbox game, rather than running a newly developed native PC port.

The developers behind XWine1, an unofficial Xbox One compatibility project for Windows, combined Microsoft’s PC version of XeO3 with its SlimEra component. The experiment allowed several dumped backward compatible games to begin running before receiving official PC releases, including original Xbox titles and the Xbox 360 version of Plants vs. Zombies. Results varied between games, and the process remains an unofficial technical demonstration rather than a supported consumer feature.

The discovery confirms that Microsoft has already brought much of its Xbox 360 compatibility technology to Windows. However, it does not confirm that Xbox 360 games will receive an official PC rollout. Microsoft must still address licensing, publishing rights, online services, achievement integration, quality testing, and individual game compatibility before expanding the catalog.

Using XeO3 for the first original Xbox releases gives Microsoft a practical foundation for bringing Xbox 360 games to PC without developing an entirely separate emulator. The technology already supports hundreds of compatible games on Xbox consoles, and the XWine1 experiment demonstrates that the Windows version can technically begin loading software from both generations.

The larger barrier is likely commercial rather than technical. Music rights, expired licenses, discontinued online services, and publisher approvals could prevent many games from returning even when the emulator can run them. Microsoft’s decision to release only 4 titles suggests that the company is starting carefully while it tests ownership, distribution, performance, and support across different Windows hardware.

Xbox 360 support now looks technically achievable, but players should wait for an official announcement before treating it as part of Microsoft’s confirmed roadmap.
